Not exactly a Yacht, but strange enough to warrant some scrutiny. Canards toward the bow, with a Russian name "Nevka", is this someone's basement project or an actual production boat?.

yup, same boat and marina. Your right, it looks like a hydro-foil that they use for high speed river tours. BTW my favorite lookout/lighthouse has been updated and renovated, so I have changed by avatar to it.
I've Googled "Nevka Hydrofoil" without much luck... Nevka is the name of a river apparently, so turns up pretty often. The type in your first picture was used extensively as a ferry service in the Greek islands during the '70's. However, they did have a habit of breaking down and had to be towed to port by local fishing boats.
