How i get the yacht engineer licence?

    I have a friend working for a yacht company in China mainland as an engineer for 14 months, but he donot have a engineer licence just have low-vortage electrican certification. Now he want to get a yacht engineer licence, in China do not have this kind of licence,what he should do ?

    Get a job on a yacht that needs no license and submit all his qualifications and seatime to the MCA for an Initial Assesment Letter which can take 6 to 10 months to process. English Translations of his papers will be required.

    But I do not know what MCA is , could you mind explain it or give me a website of MCA?

    MCA is Maritime and Coastguard Agency- They are the issuing authority for Yacht Engineer licences.
