A question to owners and captains of foreign flag yachts

The question is about vessels that are kept in the US most of the time, whether the owners are citizens or not. Most of the yachts I see in South Florida with foreign flags are in Florida the majority of the time, and only occasionally are offshore, and many only go offshore to spend two weeks out of the US so they can renew the cruising permit. It is easier for a US falg yacht to enter the US than a foreign flag yacht, simply less paperwork.
