    As a private Yacht Captain can you be held liable for guest on board if weather conditions are not favorable but the owner says I want to go out anyway. Does total libility fall strickly on the owner.

    Liability will fall mostly on the owner because he is your employer and the deep pockets. Responsibility however lands squarely on your shoulders.
