Would my ship appear larger/more defined on another ships radar screen if I have my radar up and twirling than if my radar was turned of
I am no expert, but sometimes radars interfere with each other and your ship will look like a whole town on my radar! Then I change band/frequency and it is back to normal. Maybe you are better seen with the radar on due to this, I don´t know? But on the other hand, where you want to be seen, you have your radar on to be able to see others anyway?
