It's odd that the one sited by the OP was publicized, but that may be because it was cruising in such well traveled waters and likely to be spotted and questioned. However there seem to be a bunch of these floating around. Interesting where it and another washed up relative to a nuclear sub base, As nobody wants to claim ownership my guess is it would be a spy, not scientific research.
It'd be funny if it were some kids popular mechanics DIY toy kit. Although I doubt that a great deal.
When I was a kid we put notes in bottles and sailed paper boats. Today kids are more affluent. Never know.
