    On the surface this makes sense. I just wonder what kind of liability nightmare it will create for marina staff that adds or changes anything to do with securing a vessel. Being put in the position where one has to prove that the action taken didn't aggravate damage or even worse that the action taken should have been seen as insufficient to prevent the damage, is not a fun place to be. Insurance counsel make pittbulls on crack look friendly.:D
