Is there a way to get a USCG CeC?

I am holding a german Master Class 1 unlimited CoC plus a MCA Master unlimited CeC.
There are many questions here from USCG license holders how to get a MCA CeC but is there a way to get a USCG CeC?
At the US Coast Guard I could not find information's about this.

And the same now for Italian flagged vessels, until now on these vessels are only Italian Officers allowed. Is there a way to get an Italian CeC? I am living in Italy and think it is not possible.
