I live in California. I am looking for advice as to the procedure in creating a small Sailboat cruising charter business with the eventual ability to sail in any part of the world. There are several maritime schools in California. I know that Southern California Merchant Marine Training Services (a private group) does classes in the Bay area. Long Beach has "Sea Schools", San Diego has at least two schools on Point Loma. For a US flagged boat get a USCG OUPV (six pack) license if you are talking about chartering your own small boat. This will allow you to carry up to six passengers on a boat less than 100 Gross Tons to 100 miles offshore. A Yachtmaster will not be valid on a US flagged vessel. Go to the USCG site for Licensing: http://www.uscg.mil/STCW/ This will give you all the information and forms for obtaining your first license. It is true you can get a OPUV License (six pack), but I recommend you also request the 100Ton Mate license at the same time (has same requirements and test. Once you add the additional sea time, you can get an upgrade to (upto) 100 Ton master license. This license will allow you more opportunities and the ability to operate inspected vessels, you never know what opportunities will arise!
