At high tide, yes. On a calm day clutching along. On a boat I pushed thru the waterway years ago, we made the only bridge then at low tide. Tied to some barge piles on the north end and waited for high tide. Stabilizer fins touched a few timed but no damage. The bottom of the fins, out pointing, needed 5'. It was hard bottom. I understand it's been dredged a lil more when the bridges were rebuilt. I'd check the cruiser guide for the latest details.
