    Good News And Bad News For Canadian Border

    Border agents have voted overwhelmingly in favour of a strike action that could begin as early as Aug. 6 — three days before the Canadian government is set to open the door to fully vaccinated U.S. travellers.

    The 9,000 Canada Border Services Agency employees have been without a contract for more than three years and gave their unions the new mandate through a strike vote tallied over the weekend after bargaining with management and Treasury Board reached a stalemate.

    At issue are demands by the Public Service Alliance of Canada (PSAC) and the Customs and Immigration Union for better protections of their members against what has been described as a toxic workplace culture, and greater pay parity with other law-enforcement agencies across Canada.


    Of the unions’ 9,000 CBSA members, 5,500 are front-line officers at ports of entry; 2,000 are headquarters staff; and the rest do inland enforcement jobs and investigation.

    Although only 2,600 officers can go on full strike because their posts are deemed non-essential for the safety and security of the public, the job action would likely slow traffic into Canada as the union can resort to work-to-rule and rotating strikes to disrupt service.

    Just last week, the federal government announced to reopen the Canada-U.S. land border to fully vaccinated American citizens and green-card holders for non-essential travel beginning on Aug. 9 without having to quarantine, followed by plans to allow those from other countries on Sept. 7.

    The Canadian Government and its Border Service reached a tentative agreement tonight and appear to have averted a strike. Although almost 90 percent of the guards are deemed to be an essential service and not permitted to walk off the job, work to rule and other tactics would have created nightmare situations at the border. Relief all round.

    • Travellers arriving by marine mode will be required to provide proof of a valid COVID-19 molecular test result taken before arriving in Canada. They will also be required to submit their mandatory information including their proof of vaccination and suitable quarantine plan in ArriveCAN before or when entering Canada. If a boat does not land in Canada, doesn’t make contact with another boat, doesn’t moor or anchor while in Canadian waters, other than anchoring in accordance with the right of innocent passage under international law, the travellers will not be required to submit a pre-arrival test or their mandatory information via ArriveCAN.
