Nope. Watch the video. The Russian vessel was not crossing. Look at the angle it was OVERTAKING

the Russian ship can be the overtaking vessel and still have the right of way, as long as their approach is on the starboard side of the US ship and not more than 22.5 degrees abaft the beam.

Obviously but looking at the video and the wakes that didn't seem to be the case.

In any case if a vessel approaches at no more than 22.5 it s not overtaking but crossing.

You are certain of this? If the American ship had just turned away from and confrontational course miles in advance, the Russian might just have gone on his merry.
We don't need these p*ssing contests to show we have the balls to stand up to the Russians. We have clearly (as has the whole world), shown we do not! When Russia invaded the Crimea, THAT would have been the time to slap lil Vladie's butt, but the world did nothing of consequence, and now the Russians know everything we do is just posturing to cover up our indecisiveness and lack of resolve to stop him.

Actually, the Russian destroyer didn't have the right of way, because the U.S. cruiser was recovering aircraft which restricted her ability to maneuver. COLREGS Rule 3/IV defines a vessel recovering aircraft as "restricted in her ability to maneuver," and "unable to keep out of the way of another vessel." That puts the responsibility for giving safe passage on the Russian cruiser.

    Recovering Aircraft, Uh?
We know this how? Day shapes?

Now my next question is; Does the US commander still have a job for letting a foreign ship of war get that close?

I agree with Pascal "that had the US vessel changed course the Russian would have followed." The Russian (former Soviet) Navy has a long history of playing "chicken" with U.S. Navy warships as Seamaster said in post #3, and which I can say that I've experienced.

In post #15 you indicated that you were a captain of a U.S. vessel. Was that a U.S. Navy vessel? I ask because you don't seem to be familiar with Russian warships harassing U.S. warships.

If you are certain the Russian ship would have turn away, why are you using the words “might have turned away”?

I do agree with you on the need to be stronger which is what the US has done in the last 2 1/2 years. More sanctions against Russia and Russian oligarchs, supplying energy to Europe, bombing Syria airbase used by the Russians, etc. a far cry from the infamous 2012 collusion episode of “tell Vladimir I ll be more flexible after my last election”...

Special flags are flown when recovering aircraft.

I meant dominance which is defined as exercising power and influence over others. I was responding specifically to the posters assertion that the USA has spent centuries "rattling sabers" at our enemies without much to show for it. That assertion is laughable. We are the worlds only superpower. Aside from whether you are happy about that or angry about that ...there is no doubt about it. That was my point.

I don't know if there were special flags flying as I wasn't there. A statement attributed to the 7th Fleet (that I can't find) said they were flying. I'm assuming they are standard signal flags, but I'm just a submariner. So, what do I know about signal flags and surface ships? The only flags we ever used were the ensign and the Bravo flag.

Despite Carter and slick Willy. Then our apologetic O'Bummer, I hope (and pray) these days we are still a world power.

I'm sure we are on the same team. Stand by the colors proudly. Just we can not forget the hick ups along the way and who threw down those speed bumps.
God bless our military and those that have served..
