I filled up both of my water tanks and when I went to turn on the water pump nothing came through it so I was wondering is there a shut off valve that's stopping it from flowing through
Does the pump run ? If it runs, does it need to be primed or bled of air ? Was the boat winterized ? is your bilge pump running more than usual ? Can you see or trace the water lines from the pump to the tanks ? I don't have a Bert so I don't know your system. My system has no valve between the tanks and the fresh water pump and I can clearly see my water lines in that area.
Until I added one; from the factory my previous 38 did not have one. Newer 46 has two tanks joined with a connection pipe that has a valve. Does yours have one of those extremely overpriced Jabsco Par diaphragm pumps ? If so, I found them extremely unreliable. If you remove the intake hose on the pump is there water ?

And it worked last when? Update with a 600 pix picture of the pump. Tell us about multi water tanks. Tell us you followed the water hoses and what you found. Tell us you left the spigot open when the pump was open. Tell us something to go on,, to help...
One of the no water times it turned out the outlet fitting that was screwed into the bottom of the tank was clogged with some white crystal like stuff. Another time that same stuff was messing with the pump so I added a water filter. Never found what the stuff was so figured it may have been something in the city water reacting with the aluminum tank. Current 46 has two aluminum water tanks but not had that issue.
