Networking is you best bet. Pound the docks and get to know some crews. Boat shows are a good place to make initial contacts. When I first started in the business I approached an owner at FLIBS. He asked what salary I wanted. I told him what I earned on my last gig (which was commercial work up in NY) and he said he'd keep me in mind. A few weeks later I met him again while pounding the docks. Again he asked how much I wanted. I told him I'd work the day and let him decide after what he thought I was worth. He continued trying to get me to state a number, and I continued to say I'd work the day for free if that's what he found I was worth. Guess that made me stand out. I got the job. He hired me at the going rate, and every day or week he'd slide me an extra $20 or $100, because he found I wasn't the average slacker.

Your resume is just one of thousands. You need to get it in front of the decision maker.
    Good luck.

Same everywhere, but be cautioned that there are a lot of people (agencies) with their hands out looking to feed off your desperation and who will deliver little if anything. Like any job it's all about connections, and being where the need is at the time it is. Possibly a job in a marina would be easier to find than a crew position. That puts you in the right place to make connections.
Unfortunately travel within Europe will probably become more restictive in light of recent events, and you really need to position yourself where the big boats are.
