Maximum Guests

Hello Everyone,

I have a few questions that apply to a US flagged, non-inspected, documented yacht that is in US waters.

How many guests (non-paying) are allowed on board while underway?

If a boat ride is auctioned off for charity, is this considered a charter? What rules apply? How many guests allowed?

Do the manning requirements change when a certain number of guests is reached?

I know the answers are in the CFRs but I do not have the time to check.
