From the angle of the photo it's obvious that the boat it was taken on had already come down off that wave. Similar photos have been taken of Coast Guard ships on training cruises off Cape Disappointment on our West Coast.

see the land behind

the photo is taken with a high angle bootom up ..
The land is nearly parallel to th ship.
Take a bigger wave in the surf an click :-) you have such a picture

I was trying to determine if this is a genuine as seen pic or it has been played with a bit to give it that "special" effect.

I would suggest genuine but posed it may have even taken several passes to get it right..
