If you meant a CEC, or certificate of equivalent competency, then the rules are spelled out very clearly. The disclaimer here is an assumption that since we are talking about yachts, we are talking U.S. or Red Ensign licensing authorities.

I meant CEC, sorry! So the question is, with a USCG 500 ton license, and a CEC, what can I drive?
