Quebec is getting ripped off more than the US, and NZ is getting ripped off more than Quebec. That's the old "So you think you've got it bad...." that the oil companies and OPEC love to hear. Nobody will do anything to stop them while they use the old "well it could always be worse" excuse for taking no action.
