You are going to need 150% capacity each side, this means if 35 is 150% capacity you will need one each side.
In a recent case I had with the MCA we needed 60 places each side to meet this rule, instead of a 25 and a 35 man raft each side we ended up with with 2 x 20 man and a 10 man one elsewhere on each side that can be carried to the side it's required on thus giving the required 60 places each side. The 4 x 20 man ones are float free the 2 x 10 man ones are in closed lockers and have to physically be removed to deploy. This was the crux of my argument with the MCA.
