I've seen yachts use the double fender setup when laying up against pilings, and it also helps prevent the fender from riding up and away from the piling. The dock they are approaching is concrete, with the pilings on the outside. The lower fenders will also protect them from the concrete dock. Keep in mind the wind was blowing hard and the yachts probably were tossed a little bit (also from the incoming wave/swell activity at Port Everglades inlet just past the bridge).
