K1W1, try reading the site yourself, here, this is taken from the index page to the site

this is not something that is as you say "smoke and Mirrors", as i have seen one of these in flight over Long Beach about a year ago.

this is classified as a Lighter than air aircraft, and would require the same licensing as such.
